# Best SCORM authoring tools in 2026: course builders vs video-first tools

Compare 7 SCORM authoring tools, from Articulate 360 and iSpring to video-first options like Clueso and Camtasia, with dated pricing and G2 ratings.

## Buyer's Overview

- SCORM authoring tools fall into two groups. **Course-authoring suites** build slide-based courses with branching, simulations, and assessments. **Video-first tools** make the training video and export it as a SCORM package your LMS can track.
- Pick by what your courses mostly contain. Practice scenarios point to a suite, and product or process video with a quiz on top points to a video-first tool.
- Video-first picks: **Clueso** for training videos that change often, from any source (SCORM is on the Enterprise plan), **Camtasia** for low-cost screen-recorded lessons with quizzes, and **Colossyan** for avatar-led scenarios with branching.
- Course-suite picks: **Articulate 360** for custom interactive courses and **iSpring Suite** for teams that build in PowerPoint.
- None of these tools is an LMS. You still need one to host the package and record completions.
- Pricing verified October 27, 2026.

| Tool | Best for | Starts at | G2 rating |
| --- | --- | --- | --- |
| Clueso | Training videos that change often, from any source | Free plan; SCORM on Enterprise (custom) | 4.8/5 |
| Camtasia | Low-cost screen-recorded lessons with quizzes | $179.88/year (Essentials, first tier with SCORM) | 4.6/5 |
| Colossyan | Avatar-led scenarios with branching | Free plan; SCORM from $59/month (Professional) | 4.6/5 |
| Synthesia | Avatar video at enterprise scale | Free plan; SCORM on Enterprise (custom) | 4.6/5 |
| HeyGen | Avatar video with SCORM below an enterprise contract | Free plan; SCORM from $149/month (Business) | 4.8/5 |
| Articulate 360 | Custom interactive courses | $1,749 per seat per year | 4.7/5 |
| iSpring Suite | Teams that build in PowerPoint | $970 per author per year | 4.6/5 |

## Introduction

Almost every LMS accepts SCORM, xAPI, or cmi5, so the package format is rarely what holds a training team back. The tool that builds the package is what matters. It decides what can go inside a module, how long one takes to make, and how much work it is to fix after the product or process changes.

That last part hits software and product teams hardest. When Duda's education team prepared for the release of the platform's new editor, they needed 32+ videos across eight certification courses inside one quarter, and before switching tools each video took hours to produce ([Duda customer story](https://www.clueso.io/customers/duda)). A slide-based course builder would have embedded those videos, but somebody still had to produce every one of them in another tool.

This guide covers both kinds of tool: the suites that build full courses, and the video tools that export straight to SCORM. Clueso makes one of the video tools, and the disclosure below explains how that shapes the ranking.

## What is a SCORM authoring tool?

## What is a SCORM authoring tool?

A SCORM authoring tool is software that builds e-learning content and packages it as a SCORM (Sharable Content Object Reference Model) file, a ZIP that any compliant LMS can import and track. The package reports completion status and quiz scores back to the LMS. Most current tools also export xAPI or cmi5, the newer standards.

## Course-authoring suite or video-first tool: which do you need?

## Course-authoring suite or video-first tool: which do you need?

Start with what's slowing your training down.

_"Our learners need to practice: scenarios, simulations, drag-and-drop checks."_ That points to a **course-authoring suite**. Your constraint is interaction design, and the suites give an instructional designer fine control over it.

_"Our courses are mostly someone showing how a product or process works, and they go out of date every release."_ That points to a **video-first tool**. Your constraint is producing the video and producing it again after each change. The authoring layer only has to add a quiz and send results to the LMS.

Plenty of L&D teams own one of each: a suite for the flagship onboarding course, and a video tool for the product modules.

| | Course-authoring suites | Video-first tools with SCORM export |
| --- | --- | --- |
| What it is | Builds slide- or block-based courses with interactions and assessments | Makes the training video and packages it, with a quiz, as SCORM |
| Where it's consumed | In the LMS, as a multi-screen course | In the LMS, as a video lesson with checks |
| Who owns it | Instructional designers | Enablement, product education, and subject experts |
| You need it when | Learners have to practice decisions or software steps | Content is mostly demonstration and changes often |
| Typical cost | $970 to $1,749 per author or seat per year | Free plans exist, but SCORM sits on a paid or Enterprise tier |
| Maintenance load | Edit the course, republish, and re-upload the package | Varies: some tools re-export a file, others stream so the LMS copy updates in place |

## What to look for in a SCORM authoring tool

## What to look for in a SCORM authoring tool

**The standards your LMS accepts.** SCORM 1.2 has the widest LMS support, and SCORM 2004 adds sequencing rules. The newer xAPI and cmi5 standards can also track learning that happens outside the LMS. Check which of these your LMS imports before you shortlist anything, because a tool that exports only SCORM 1.2 suits most platforms but not every one.

**What it costs to change a published course.** Ask each vendor what happens when a button moves in your product. Some packages carry the content inside the ZIP, so a change means a new export and a new upload. Others stream from the vendor, so the LMS copy updates in place but needs an internet connection.

**Where SCORM sits on the price list.** Several video tools sell SCORM export only on upper tiers, so compare the price of the plan that actually exports it.

**Who builds the courses.** A suite rewards an instructional designer who uses it every day. A subject expert who builds three modules a quarter will get further with a tool that starts from a recording or a slide deck.

## Editorial methodology and disclosure

Clueso publishes this guide and sells one of the tools in it. We rank Clueso first for one job, video-based SCORM modules (an Enterprise-plan feature) for training that changes often, built from recordings, decks, documents, or prompts, and that ranking is our view rather than a neutral score. If your courses depend on slide interactions or software simulations, a course-authoring suite will serve you better, and the "Is Clueso right for you?" section says when to pick something else.

Every tool here had to clear four thresholds: a G2 rating of 4.0 or higher, at least 50 G2 reviews, active development in the past six months, and documented SCORM export on a plan you can buy today. We left out Adobe Captivate because its G2 rating was 3.9/5 from 204 reviews in Q4 2026. The numbering follows layer order, so it doesn't claim Camtasia beats Articulate 360 at course authoring.

We read each vendor's pricing page and SCORM documentation on October 27, 2026, and took G2 figures from each product's G2 profile in Q4 2026. We didn't run the other tools' packages through an LMS, so their SCORM behavior comes from vendor documentation.

## Best SCORM authoring tools in 2026

## The video-first layer: tools that make the video and export SCORM

**Update (October 2026):** Clueso added SCORM 1.2, SCORM 2004, and xAPI export, with quizzes and in-video interactivity, on its Enterprise plan on October 13, 2026.

### 1. Clueso — best for training videos that change often, from any source

**What is Clueso?** Clueso is an agentic video platform for businesses. It builds training videos from a prompt, a script, a document, a slide deck, or a screen recording, and writes a step-by-step guide alongside each one. On the Enterprise plan it exports the video, the guide, or both as one SCORM 1.2, SCORM 2004, or xAPI course.

**Key features**

- [SCORM export](https://www.clueso.io/features/scorm-export) to SCORM 1.2, SCORM 2004, or xAPI on the Enterprise plan, with completion rules you set: a video completes at 90% watched or on open, and a guide on a Mark complete click, a scroll depth, or a reading time.
- Quizzes, hotspots, branching, chapters, and click-through steps inside the video, with each learner's quiz score sent to the LMS against your passing mark (Enterprise).
- Publish update (Enterprise): edit the project and the course in your LMS shows the new version, with its completion history intact.
- [AI voiceover](https://www.clueso.io/features/ai-voiceovers), AI script rewrite, and [motion graphics](https://www.clueso.io/features/motion-graphics) on every plan, with a multi-track timeline for manual edits.
- [Step-by-step guides](https://www.clueso.io/features/help-articles) generated from the same project, shippable inside the course on Enterprise.
- [Translation into 150+ languages](https://www.clueso.io/features/auto-translate), covering voiceover, captions, and the written guide.
- [Clueso Agents](https://www.clueso.io/agents) that edit an existing video from a written instruction, and with a connected code repository, flag videos a product change has made out of date (Enterprise; the auto-update agent is a paid add-on).

**Pricing.** Free plan. Solo is $40/month and Business is $120/month for two users, both billed yearly. SCORM export, quizzes, and in-video interactivity are on the Enterprise plan, priced on request _(vendor pricing page, Oct 2026)_.

**Why teams use it.** Product training goes stale whenever a release changes the screens a video shows. Clueso's Enterprise SCORM package is about 5 KB and streams the video, so a fix made in the project reaches every LMS copy and nobody re-uploads a ZIP. Intellum's education team made 100+ videos for its certification courses and knowledge base in under three months ([Intellum customer story](https://www.clueso.io/customers/intellum)).

**Where it isn't the answer.** Courses stream, so learners need an internet connection. A course built from multi-screen slide interactions belongs in Articulate Storyline. SCORM export is Enterprise-only, which rules Clueso out for teams on Free, Solo, or Business that need LMS tracking now.

**G2 rating.** [4.8/5 (Based on 136 reviews)](https://www.g2.com/products/clueso/reviews) _(Q4 2026)_

**Real review.** "Clueso puts the whole process in my hands and lets me work directly with Claude, which assembles our scripts, production guidance, and visual assets. It makes the process quick and easy, including updating materials." — [Senior Director of Software Services, Mid-Market (51-1000 emp.), October 2026](https://www.g2.com/products/clueso/reviews/clueso-review-13849632)

> **Bottom line:** the strongest pick when your SCORM courses are mostly video and the content keeps changing, provided you're buying the Enterprise plan.

### 2. Camtasia — best for low-cost screen-recorded lessons with quizzes

**What is Camtasia?** TechSmith's screen recorder and timeline editor, now sold as the Camtasia Suite. From the Essentials tier up, you can add quizzes to a video and export it as a SCORM package or an MP4 for your LMS.

**Key features**

- Screen recording with a manual, multi-track editor for cuts, zooms, callouts, and annotations
- Quizzes placed in the video and exported in a SCORM package (Essentials and above)
- Custom themes that apply your brand colors and fonts

**Pricing.** Starter is $39/year with no quizzes or SCORM. Essentials is $179.88/year and adds quizzes and SCORM export. Create is $249/year and Pro is $599/year, all billed yearly _(vendor pricing page, Sep 2026)_.

**Why teams use it.** It's the cheapest way here to put a tracked quiz on a screen recording, in an editor many designers already know.

**Where it isn't the answer.** Every edit is manual timeline work, so a product change means re-recording the affected section, editing it, and exporting a new package for the LMS. Starter buyers find quizzes and SCORM missing until they upgrade to Essentials.

**G2 rating.** [4.6/5 (Based on 1,777 reviews)](https://www.g2.com/products/camtasia/reviews) _(Q4 2026)_

**Real review.** "Creating training courses for learning management systems is very helpful, especially with users speaking different languages." — [Director, Small-Business (50 or fewer emp.), April 2026](https://www.g2.com/products/camtasia/reviews/camtasia-review-12664731)

> **Bottom line:** the budget choice for screen-recorded lessons with a quiz, if you're comfortable editing every change by hand.

**Compare:** [Camtasia alternatives](https://www.clueso.io/compare/camtasia-alternatives) · [Clueso vs Camtasia](https://www.clueso.io/vs/camtasia)

### 3. Colossyan — best for avatar-led scenarios with branching

**What is Colossyan?** An AI video tool for training teams that builds presenter-led videos with AI avatars, then adds branching and knowledge checks inside the video before exporting to SCORM.

**Key features**

- AI avatar presenters generated from a script
- Branching decision points and assessments placed inside the video
- SCORM 1.2 export from Colossyan Video and Colossyan Learn, and SCORM 2004 4th edition from Colossyan Video

**Pricing.** Starter is free with no SCORM exports. Professional is $59/month billed yearly, includes five SCORM exports a month, and adds $30/month per extra member. Enterprise is priced on request with unlimited SCORM exports _(vendor pricing page, Oct 2026)_.

**Why teams use it.** Compliance and soft-skills courses often ask learners to choose a response, and Colossyan builds that choice into the video and reports the result to the LMS.

**Where it isn't the answer.** Professional caps you at five SCORM exports a month, which a team republishing after every change will hit quickly. The avatar format suits policy scenarios better than software demonstrations.

**G2 rating.** [4.6/5 (Based on 496 reviews)](https://www.g2.com/products/colossyan-creator/reviews) _(Q4 2026)_

**Real review.** "I found Colossyan Creator incredibly easy to use, especially as a non-tech person, which makes creating interactive videos from PowerPoint presentations straightforward. The interactive quizzes are excellent, and the whole conversion process was hassle-free." — [Verified User, Small-Business (50 or fewer emp.), October 2026](https://www.g2.com/products/colossyan-creator/reviews/colossyan-creator-review-13699962)

> **Bottom line:** the best fit for scenario-based compliance and soft-skills training, as long as five exports a month covers you or you buy Enterprise.

### 4. Synthesia — best for avatar video at enterprise scale

**What is Synthesia?** An AI avatar video platform that turns a script into a presenter-led video. SCORM export is an Enterprise feature that packages a video as SCORM 1.2 or SCORM 2004 with a completion percentage you choose.

**Key features**

- Avatar presenters generated from a script
- SCORM 1.2 or SCORM 2004 export with a completion threshold (Enterprise only)
- Interactive videos listed from the Pro plan up

**Pricing.** Basic is free. Starter is $14/month billed yearly or $19 monthly, and Pro is $59/month billed yearly or $89 monthly. SCORM export is only on Enterprise, priced on request _(vendor pricing page, Oct 2026)_.

**Why teams use it.** Organizations already making avatar video in Synthesia can add LMS tracking under the same enterprise contract.

**Where it isn't the answer.** Below Enterprise there's no SCORM export, so Starter and Pro teams have to package videos elsewhere. Like Colossyan, it centers on an avatar presenter rather than your product.

**G2 rating.** [4.6/5 (Based on 2,851 reviews)](https://www.g2.com/products/synthesia/reviews) _(Q4 2026)_

> **Bottom line:** a sound choice if you're already standardizing on Synthesia under an enterprise contract, and an expensive route to SCORM if you aren't.

**Compare:** [Synthesia alternatives](https://www.clueso.io/compare/synthesia-alternatives) · [Clueso vs Synthesia](https://www.clueso.io/vs/synthesia)

### 5. HeyGen — best for avatar video with SCORM below an enterprise contract

**What is HeyGen?** An AI avatar video platform that offers SCORM export on its Business and Enterprise plans, so a HeyGen video can report completion to an LMS.

**Key features**

- SCORM 1.2 or SCORM 2004 (4th Edition) export with a completion threshold you set
- A Host video on HeyGen option, so edits to the video appear in the LMS without a new package
- Quizzes and branching added in HeyGen's AI Studio

**Pricing.** SCORM export starts on Business at $149/month, and Enterprise is priced on request. The Free, Creator, and Pro plans don't include SCORM _(vendor pricing page, Oct 2026)_.

**Why teams use it.** It reaches SCORM on a self-serve plan, which neither Synthesia nor Clueso offers.

**Where it isn't the answer.** Business costs $149/month, steep if SCORM is the only reason to upgrade. Showing your own product still means recording it somewhere else.

**G2 rating.** [4.8/5 (Based on 1,974 reviews)](https://www.g2.com/products/heygen/reviews) _(Q4 2026)_

> **Bottom line:** the quickest self-serve route from avatar video to a tracked LMS lesson, at a price that only makes sense if you'll use the rest of Business.

**Compare:** [HeyGen alternatives](https://www.clueso.io/compare/heygen-alternatives)

## The course-authoring layer: suites that build full courses

**Update (October 2026):** Articulate now sells a Frontline plan, priced per organization, that doesn't export SCORM, xAPI, or cmi5. Only Articulate 360 AI does.

### 6. Articulate 360 — best for custom interactive courses

**What is Articulate 360?** A course-authoring suite built around two apps: Storyline for custom interactive content and Rise for quick, block-based courses. Courses export for any LMS as SCORM, xAPI, or cmi5 packages.

**Key features**

- Storyline triggers, states, slide layers, and variables for interactions a learner clicks, hovers over, or drags
- Branching scenarios, and software simulations recorded once and edited afterwards
- Rise for fast, responsive courses built from blocks

**Pricing.** Articulate 360 AI is $1,749 per seat per year on Teams. Frontline starts at $500/year for unlimited seats but has no SCORM, xAPI, or cmi5 export _(vendor pricing page, Oct 2026)_.

**Why teams use it.** Storyline gives a designer control over nearly any interaction, and Rise covers simpler courses.

**Where it isn't the answer.** At $1,749 a seat it's the most expensive tool here, and fluency with Storyline's triggers and variables takes time an occasional author may not have. The videos inside your courses still come from another tool.

**G2 rating.** [4.7/5 (Based on 988 reviews)](https://www.g2.com/products/articulate-360/reviews) _(Q4 2026)_

> **Bottom line:** the default for dedicated instructional design teams building interactive courses, and more tool than a team shipping short video lessons needs.

### 7. iSpring Suite — best for teams that build in PowerPoint

**What is iSpring Suite?** An authoring toolkit that runs inside PowerPoint and turns slides into interactive courses with quizzes and role-plays. It publishes SCORM 1.2, SCORM 2004, xAPI, and cmi5.

**Key features**

- Course building inside PowerPoint, reusing existing slides and Word or PDF files
- Quizzes, interactions, and role-plays
- An AI Assistant that drafts course text, images, and quiz questions, plus AI voiceover and translation into 50+ languages

**Pricing.** iSpring Suite is $970 per author per year and iSpring Suite AI is $1,290, with a 14-day free trial _(vendor pricing page, Oct 2026)_.

**Why teams use it.** Teams whose subject experts already think in slides can produce a tracked course without learning a new canvas.

**Where it isn't the answer.** As a PowerPoint add-in, it needs PowerPoint on every author's machine, and courses inherit a slide-by-slide structure.

**G2 rating.** [4.6/5 (Based on 887 reviews)](https://www.g2.com/products/ispring-suite/reviews) _(Q4 2026)_

> **Bottom line:** the fastest way to turn an existing slide library into SCORM courses, if your team lives in PowerPoint.

## Free and open-source SCORM authoring tools

If the budget is zero, two open-source tools are worth a look. **Adapt** courses can be delivered from a web server or through a SCORM-compliant LMS, without programming. **eXeLearning** exports SCORM, HTML, and EPUB, and released version 4.0.1 on June 11, 2026. Neither produces video, and we didn't check either against the G2 thresholds the ranked tools had to meet.

## Where the LMS fits, and why it isn't ranked here

An LMS hosts the package, assigns it to learners, and keeps completion records, while the tools above make the package. Clueso doesn't sell an LMS, so we don't rank LMS platforms here. If you're choosing one at the same time, upload one real package from your shortlisted authoring tool before you sign. On the Enterprise plan, Clueso's SCORM courses work in Docebo, Skilljar, Cornerstone, Absorb, TalentLMS, Moodle, and most other platforms that accept SCORM.

## Which should you choose?

## Which should you choose?

**Your courses are mostly video that changes often, from product walkthroughs to policy decks** → Clueso, on the Enterprise plan.

**You want a tracked quiz on a screen recording for under $200 a year** → Camtasia Essentials.

**Your compliance training asks learners to make decisions** → Colossyan, or Articulate Storyline if a designer will build it.

**Your company already runs avatar video in Synthesia or HeyGen** → add SCORM there before buying another tool.

**You have a dedicated instructional design team** → Articulate 360.

**Your subject experts build everything in PowerPoint** → iSpring Suite.

**You're one designer on a tight budget** → iSpring Suite at $970 per author per year, or eXeLearning if the budget is zero.

## Is Clueso right for you?

## Is Clueso right for you?

**Pick Clueso's Enterprise plan if** your SCORM courses are mostly video, whether recorded from your product or built from a deck or policy document, you republish modules whenever something changes, and you want the LMS copy to update without re-uploading. It also fits if you need the same lesson as a video and a written guide, or in several languages.

**Pick something else if** your courses depend on multi-screen slide interactions and simulations (Articulate 360), your learners need offline access, or you need SCORM export on a self-serve plan this month (Camtasia, Colossyan, or HeyGen).

## FAQ

## FAQ

### Is SCORM still relevant in 2026?

Yes. SCORM is still the format most LMS platforms import, which is why every authoring tool in this guide exports it. xAPI and cmi5 are newer and can track learning outside the LMS, and several tools, including Clueso on the Enterprise plan, export xAPI alongside SCORM.

### How can I create SCORM content for free?

Use an open-source SCORM authoring tool. Adapt and eXeLearning both build courses for a SCORM-compliant LMS at no cost, though neither produces video. A paid tool's free trial, such as iSpring Suite's 14 days, also lets you test a real package in your LMS before buying.

### Which AI video tools export SCORM?

Clueso (Enterprise), Colossyan (Professional and Enterprise), Synthesia (Enterprise), and HeyGen (Business and Enterprise) all export SCORM, according to each vendor's documentation. Clueso builds from your product, a document, or a deck and can export the step-by-step guide with the video, while the other three center on an AI avatar presenter.

### Are HeyGen and Synthesia SCORM compliant?

Both export SCORM 1.2 and SCORM 2004 with a completion threshold. HeyGen includes it on Business ($149/month) and Enterprise, and Synthesia only on Enterprise.

### Can I turn a video into a SCORM package?

Yes. Video-first tools export the video as a SCORM package, so the LMS can track how much each learner watched. In Clueso you can add quiz questions or hotspots, include the [step-by-step guide](https://www.clueso.io/features/help-articles) alongside the video, and export on the [Enterprise plan](https://www.clueso.io/pricing).

### What's the difference between a SCORM authoring tool and an LMS?

The authoring tool builds the course and exports it as a package. The LMS imports that package, assigns it to learners, and records completions and scores. You need both, and they connect through the SCORM, xAPI, or cmi5 standard.

### Should I export SCORM 1.2, SCORM 2004, or xAPI?

Export the newest standard your LMS fully supports, and test it with one real course. SCORM 1.2 works almost everywhere and SCORM 2004 adds sequencing. Pick xAPI when you also want to record activity that happens outside the LMS. [Clueso's SCORM export](https://www.clueso.io/features/scorm-export), on the Enterprise plan, lets you pick the standard at export time.

### How do I update a SCORM course without re-uploading it?

Use a tool whose package streams content instead of carrying it inside the ZIP. On Clueso's Enterprise plan, you edit the project and click Publish update, and the LMS course shows the new version with its completion history intact. [Clueso Agents](https://www.clueso.io/agents) can make the edit from a written instruction (Enterprise).

---

Before you shortlist, find the module your team updated most recently and count the hours from the product change to the new version going live in your LMS. Then ask each vendor to walk through that same change in a demo, and time it.
